Mandatory hands-free devices are not the solution for drivers. The only thing that should be mandatory is a large fine if you are cited by law enforcement.
Money talks in other words. If the fines for driving while holding a cell phone are large enough, people will take notice. We are a nation based on certain freedom's. Taking a person's right to use a hand-held cell phone while driving can be argued as infringing on citizen rights. What the fine will do is uphold free will. What I mean by free will is, the right to choose if you want to use your cell phone and possibly risk being pulled over and paying an astronomical fine, or choose not to use your phone, if the phone does not have a hands-free device.
This will allow the driver an opportunity to make an informed decision based on all of the information given. And the responsibility will ultimately be up to the driver. On the other hand if the hands-free devices are made a mandatory requirement, we will have a lot of outlaws, that will the break the law, because they feel that their rights are being taken away, without their consent. What the real question is should drivers be responsible? But as we all know responsibility cannot not be taught only learned.
