NO! The toy recalls will not significantly impact the 2007 Christmas shopping season.
The toy manufacturers have taken significant losses in reputation and actual cash value. So many people ignore the fact that after recalling their affected toys, the manufactuers still have had to properly dispose of those recalled toys.
There will always be people who still believe in the "MAGIC of Christmas" and a large part of that MAGIC is in the children's eyes when they open their Christmas packages. Finding that special toy still creates the "MAGIC of Christmas".
My wife and I are taking "farm animal toys" to our three grand-daughters in Eastern Europe for Christmas. Of course, I will be checking each of the animals for lead before we pack them to take with us. I expect my wife will want the toys checked closer than if we were going to eat the meat.
The toy manufacturers have busted their "retail butts" to let the buyer know they take the issue of "lead in toys" very seriously. The bottom line is people will still want to see the eyes of their children and grand-children light up on Christmas morning when they open the gifts and see toys and not socks.
So while I do believe some people will use the lead scare to buy "socks" or another "practical" type gift there will still be others who want to preserve the magic of Christmas gifts by buying lead-free and safe toys.
Overall I would have to say NO the toy recalls will not significantly impact the 2007 Christmas shopping season.
