When choosing a computer you want to consider what it will be used for. This way you can save some money instead of spending more on performance and ending up not using it. If the computer user is into gaming or heavy graphics then you might consider spending a little more to get a better system, otherwise you can spend less and still get a good system that can handle whatever your wanting to do with it.
When looking at a computer to purchase you want to be sure you get one that can handle your needs now. You also want to make sure it's expandable down the road, if you do choose to upgrade it at a later time. That way if you do choose to upgrade your video card, or processor to something better your not stuck with having to get another whole new computer again.
As time does go on, newer systems and better parts are made for performance. If you get a system that is expandable then you will be able to upgrade to something better without having to feel stressed about trying to go out in 6 months to get a whole new system (unless you want to of course).
If your wanting to build a system then basically keep in mind the same thing, just keep in consideration what your wanting to use the computer for and leave room for later expansion. The holiday can be a good time to go shopping since there can be some good prices on computers and computer parts.
