Under no circumstances do disabled people need govt help in getting employed. The government should only be required to enforce that the employer offer accommodations to that persons needs, after they choose to employ that person. Being disabled only means you have fewer choices for employment. It's the responsibility of the future employee to find work. A government work program for only the disabled is biased and wrong.
Unemployment programs should be left to the private sector, because that is where a person is looking for employment. Unless a disabled or any other person is inquiring into a govt job, the government has no place helping them get that job. If the govt helped a person with a disadvantage get employed, the other prospective employees would feel cheated, as can be the case with affirmative action.
This doesn't mean being disabled gives an employer the right to deny work based only on such a factor. It's only that government assistance to the disabled find non-govt employment forces employers into an awkward situation. They would be cornered into a place where if they choose to employ a non-disabled worker, they would be under unfair scrutiny from the govt and civil rights groups.
Disabled worker's treatment should be the only thing the govt is concerned about. Finding work is the responsibility of every person, we shouldn't hold anyones hands. Disabled workers deserve equal treatment with some accommodations. These accommodations are to help them get to, and do their work.
Let's leave government out of this. My tax dollars can be better spent on society. Special treatment doesn't mean being treated better than anyone else. And unemployment is something everyone has to deal with.
