Dealing with a roommate who parties as if every night is their last can be a bit stressful. Throughout your college days you probably have a few goals in mind that your roommate does not. When you get out of class, you need to finish that project or study. If your roommate is going to be disturbing you, chances are that you won't be able to put all your focus into what you need to be doing.
Ask your roommate to give you some space. If they can recognize what you want from your college experience then they should be able to be considerate of your wishes. If they are constantly trying to get you to party with them or interrupting your study time, make sure that they understand you're interested in building your future career.
If your roommate is the type that comes home late while you're asleep making many noises and waking you up, you need to take the time to talk to them. Tell them your concerns and make sure they understand you're not trying to control them, you just want them to be more understanding of your life and goals.
Your roommate may ask you to get a paper done for them at the last minute since they have spent so much time partying. Don't let this get to you, they are responsible for their own education, if they are too hung over to finish something that is due in class, its their fault, not yours. Don't let your roommate step all over you and take up more of your time.
If you're really worried about your roommate's party habits, try asking them for a moment to talk things over. Tell them why you don't like to party so much and explain to them what you are in college for. If they have the time, maybe they will listen to what you have to say. If the first try gets blown off, then let it go.
You're not in college to help everyone who can't help themselves, your main goal is to build your future. If you keep your goals in mind and make sure that your roommate understands, then you'll be able to get through college with much less stress.
