To answer the question NO people would not be good without rules to obey. To support my answer let me explain that the rules are what keep us in line without the rules the semi organized game of life becomes a hectic game of chance. Because a rule by definition is a guideline to the way things should be handled or presented. Without those guidelines there is no order.
The reason your subconscious can tell you not to do something is because the rules that you've learned tell your subconscious its not ok. A law is also a rule and our justice system is composed of laws and rules that declare something illegal therefore some of us try to obey the laws and do legal things. If you didn't get a fine for running a red light would you still sit there and wait for it to turn green. If you didn't get arrested for robbing a bank would you leave all that money in the vault. School is another great support in my argument. The school has rules so that the students stay good. Do you think the school would make these rules if they thought the students would stay good without them. The reason that rules work is because we know that there is a consequence to our actions. You shoot a man you go to jail. Where I'm from you kill a man you get the needle it used to be old sparky but that was considered inhumane. In other words without rules there cant be punishment without punishment there is no reason to be good. For example as soon as Katrina hit the rules went away and people started getting shot getting robbed and getting raped without someone to enforce rules their is no reason for anyone to be good.
