War is a great human disaster that, starting from the II W.W., has killed, wounded and lead to ruin more civilians than soldiers.
Already with the I W.W.. this trend has begun, finding its top in the following conflicts and in the many occurred afterwards in all the world.
Terroristic bombing on towns, civilians taken prisoners and deported, even killed for their race and religion, chemical weapons (napalm and Orange Agent) largely used in the I W.W. by both sides, in Vietnam by U.S. and then, in many African and South American conflicts and in Iraq in 1991 and 2003, with phosphorous bombs and depleted uranium bullets on towns, contaminating wide areas, again by the Americans.
Then, again, massacres of civilians in towns and villages by militars as reprisals for the presumed activity of partisans in that zone; tortures on prisoners either military and civilians in all wars, until the last ones in the former Yugoslavia and the many crimes committed in the so-called ethnical cleanings, from Yugoslavia to the Venetia Julia; here, after the end of the II W.W., nearly all the Italians of the NE provinces now part of Slovenia, were chased away from their land by the Communist Yougoslavian troops or killed, trowing them alive in the deep karsk natural wells of that zone.
To cancel or reduce these horrors, The Society of Nation, after the end of the I W.W., approved the Geneva Convention that prohibited all abuses and violences of militars on civilians and killing, tortures and humiliations on war prisoners and this rules have been confirmed and precised also in recent times, by the O.N.U. founded on the ruins of the unuseful Society of Nations in 1945.
But, the tragic problems is:
WHO can impose the respect of these rules? In war, troops want to destroy the enemy and also its people and political and military authorities can't or don't want to control and moderate soldiers' violence and aggressivity. So, terrible massacres and violences have occurred, since the night of times.
15 years ago, the War Crimes Tribunal has been created by O.N.U. in The Hague, Holland, to identify, capture, and condemn to prison whoever is responsible of such abuses, defined generically as "crimes against mankind". Its beginnings were difficult and still many problems exist, because some powerful Countries of the world, like U.S.A. , China, Israel, North Korea, frequently involved in wars, don't recognize this tribunal, fearing that some of their leaders or militars could be condemned,
