An intact (non neutered) male dog can sense a female ready to breed from an astonishing distance and is ready to go over, under or through anything in his way to get to her.
Even the most careful owner sometimes looses control of their pet at some time in the pet's lifetime. So why aren't all pets neutered?

Most cities have a problem with homeless pets, some animals get lost but most animals wandering the streets were cute once, maybe loved by someone. Animals however grow up, if not trained to co-exist peacefully with their owners they become troublesome to look after and the owner decides the animal has to go, off to the pound, or worse.
One of the few cities in the world with few problem pets is Calgary in Alberta, Canada. In Calgary a dog license is $31.00 if the dog is neutered, $52.00 if not. Cats have to be licensed
and have ID as well. If you try to cheat the system you face up to a $500 fine, if you ignore it or "forget" you face a $250 fine. You can get your license at any bank in the city or even on-line. This system is well policed and the city is able to supply a same day pet return service for lost pets, thanks to the ID, and an animal shelter with veterinary care if necessary, all funded by license fees and fines.
Guess what, the world is beating a path to Calgary's door.
