I am an 20 yr old male driver. I talk on my cell phone often while driving. The only accident I have ever had was ruled the other drivers fault and it did not involve a cell phone at all. I drive fairly aggressively, more so than either of my parents prefer let alone taught me to. But one thing my parents have drilled into me to know my limits and be careful to give those limits some breathing room. I.e. be responsible.

To say cell phones cause accidents is turning a blind eye to the real issue that surrounds our the topic at hand and in fact is fundamental to the decay of our society in many ways. In the popular culture of America, post-modernism reigns. This is honestly at the heart of the matter because in a predominantly post-modern world accountability is nigh to non-existent without being a self-righteous arrogant know-it-all. So for the sake of not being "that guy" we choose to not hold each other accountable nearly as much as we should. This in turn gives rise to irresponsibility that runs ramped in our culture, most notably the youth... my peers and honestly in many regards myself.

Almost all instances of someone driving poorly due to cell phone use will most likely be caused by by someone roughly my age or younger. The cell phone is not in and of itself a great enough distractant to cause irresponsible driving. It has to do with the maturity of the driver. Maturity though, because of the afore mentioned reasoning, seems to be coming to us at later and later ages.

All told I think we should not point the finger at the cell phone, but at the society. We should stop trying to fix our world through laws and start taking responsibility for our actions and holding others accountable for theres. Parents should teach their kids better responsibility and enforce it firmly and practice it consistently. New laws are a "quick fix" that will continue to fail in the end. If we wish change then we must start with ourselves and those we influence by demonstrating the lifestyle voluntarily that we wish to enforce legally.
