I can't think of too many tweens that are still into dolls. If they are they are probably into collectables such as the American Girl Dolls, or the dolls in which you can style the hair and do the makeup.
When looking for a doll for a tween you need to know exactly what it is that they are looking for. Are they looking for something to play with? Are they wanting a collectable if so do they already have one in mind that you are looking at? You need to know what it is they have in mind.
Like I stated I can't think of too many tweens that play with dolls. I do know of some that collect porcelain dolls or dolls from the Disney Collection. So whatever the case may be look into first so that you are not buyin a Barbie or a Bratz doll for someone who is not going to appreciate you spending your hard earned money on them.
Most tweens want to experiment with makeup or nails and therefore are more interested in the doll heads that come with the accessories to color, curl, straightened, cut, or extend their hair. Also these dolls usually come with some makeup like eyeshadow, blush and lipstick. I have seen some that come with a hand as well that you can place the fake nails and decorate them. So just make sure you know what they want and if this is a gift get an idea from a parent as to what they will allow. Some parents are adament about no makeup until a certain age and that ofcourse should be respected.
