There is a difference between permission and attribution. Should a writer of any type be able to quote without attribution? No, absolutely not. There is no question there.

But there is a deep partnership between writers and music. When working on a novel, an author might easily be struck by a song that resonates with them, that really speaks to what their novel is about. It could be a song that describes their characters, that in a few lines conveys what their entire novel is attempting.

To show their respect and love for that song, and to tell other people about it, they might include a quote from it in their work. This is a high compliment, it is saying that this work of art has inspired and influenced another work of art. Is there any higher calling for music than to inspire others?

This quotation, when properly attributed, also acts as an advertisement. Many people have sought out songs they find quoted in stories, many could buy the album, become a fan of the artist, and give them boosts in sales. It is in essence free advertisement, and as long as they receive credit, it is hard to imagine someone turning down free advertising.

The only real reason to say no might be if the musician greatly disagrees with the secondary work. If they are at odds with the piece on moral or religious grounds, or simply don't like it, then perhaps they have a reason to ask for the quote to be removed. Writers should respect that wish as well, because they should respect that without that music, that artist, their work wouldn't be as compelling.

It would also be courteous of a writer to ask for permission, but they should not be required to have it.
