Should governments negotiate with terrorists?

I think that a State mustn't negotiate with terrorists, for not giving a political legitimation to them and to what they are doing.
In certain circumstances, when terrorists are holding many hostages and it's not possible an intervention by security forces, I accept that a government starts negotiations with terrorists, but only with the purpose of making few marginal concessions and gaining time to weaken terrorists and choose the right time just for a safer and risolutive action by commandos. They know what to do and in many cases, they have made it well.
Terrorists want the defeat of the State, so, the more they get, in addition to the direct bloody damages done, the more the State loses; the last should be more intelligent than terrorists, rather than be more violent than them.
Terrorists are already the top of violence and it's not the case of triyng to be even worse than them.
It can be easy to send immediately the troops to make a carnage; but it's absolutely necessary to get the hostages free. There's a sentence saying;
"no force exists without control".
