While hurricanes generally affect a larger area people who listen to and heed the warnings can usually get out of the way. Tornadoes on the other hand strike with little or no warning. Hurricanes for the most part form over open water hundreds sometimes thousands of miles from land. The National Weather Service keeps a close eye on these storms tracking them long before they become hurricanes, or even tropical storms. The paths are predicted and updated several times throughout the life of the storm. Anyone who isn't willing to take their lives in their hands have plenty of warning and time to get out of the way.
While The National Weather Service also keeps a close eye on severe thunderstorms over land, it is next to impossible to predict a tornado. Even when all the conditions are right and the radar shows every indication that a tornado is or has formed the only way to be really sure is to actually see one touch down. By that time it is usually too late. Also, there is the possibility that a tornado will touch down, cause hundreds of thousands to millions of dollars worth of damage and never be seen.
Even if you are lucky enough to know a tornado is in the area, you never know what path it will take. Tornadoes have been know to destroy one house and leave the one right next door unscathed, or destroy the house and not put a scratch on the car in the driveway. By their very unpredictable nature, tornadoes are much more deadly. Simply because no matter how prepared you think you are for one, it will inevitably prove you wrong.
