Birthday parties for any adult of any age have to have one thing in common in their planning, taking the guest of honor's interests into account. In this day in age, sixty isn't eighty, but neither is it twenty. So, while there may be some 60 year olds out there who would think a bungee jumping party would be the rad, and some that would think a porch sittin' ice cream social would be the bees knees, the vast majority are somewhere in between.
The average 60 year old is likely married, with children and the first round of grandchildren. This likely means that they value their family and would enjoy having them around to share in the marking of the passage into a new decade. A good party is probably going to be a family affair, but probably not at their house. No matter how much help you give them prepping and cleaning up after, they will still be stuck vacuuming cheerios out of the carpet or picking up smashed bananas off their dining room table the next day. That's just not right. Take them to a nice restaurant, or invite them to your home or another family members home.
If they are the out and about type, make an activity out of it. Maybe they want to do a camping trip or a picnic, a day at the fair or the zoo. Make sure to include their friends. A 60 year old has had plenty of time to build up a life outside of their family and they should be included in this milestone birthday. In fact, they may want to have a second party, one that's more adult in nature, without kids running around, that's just for their friends.
Whatever they want to do should go. A birthday is an anything goes day for just about anyone of any age. A 60 year old is old enough to decide what they want to do and certainly not too old to do it.
