If a defense contractor delivers a boat that doesn't work, should the government seek a refund?

It's not that the government should demand a refund, they should have to demand a refund. If the product ordered doesn't work, then it should be automatic that they request OUR money back. Too many contractors deliver shoddy products to the federal government they should be held to the "vote with your feet" system of checks and balances. Yes, it probably would result in a bunch of legal nonsense, but why not hold companies accountable for their service? It seems to me that our government is too quick to write things off instead of ensuring that no tax dollar is wasted. Private companies know when they go in that they will receive a check even if the boat sinks, so what incentive do they have to patch the holes? Government should be no different than someone who has gotten ripped off by a shady contractor, raise hell, raise it often. Do the laws that protect the public not apply to the government? There should be a whole agency devoted to chasing every scrap of wasted and misspent money, after all, if you owe the I.R.S they will collect from you. The only reason I can see that they wouldn't want to call people on this is if through some under-the-table agreement, the boat was never guaranteed to "float" anything but the companies stock price.
