When police car chases cause damages to others, who is to blame?

I don't know how anyone could say that it is the police that are at fault. If the criminal did not do the crime and then try to get away, there would be no chases. Granted, there have been an occasional chase that really did not have to be a chase because of the minor infraction, but overall, the police have to apprehend the criminal. If we, as a society, says no more police chases, how much higher do you think the crime rate would go up? All the criminal would have to do is steal a car, so they can't trace his name, do the crime and then run, because the police can't chase. In fact, people that are on the edge of becoming a criminal, just got the OK to do so, because the police can't chase, so they can get away with the crime, without the chase. The police have to have a way to stop these criminals. If you start blaming the police for what happens in a chase situation, then the criminals will win. You think the system is bad now, just wait until the police can't chase. Then see what happens! It is my opinion, and granted that is all it is, that the police have a hard enough time as it is without hand cuffing them at the time of a chase. If we would allow the police to do there job and stop yelling police brutality every time something goes wrong, the police would be able to do a better job. I feel that when you get rid of the few bad apples in the police force, then the good cops can do their job and do it well.
