Absolutely not, in my opinion the only person to blame for low student test scores is the students themselves who are getting those low test scores. Teachers cannot force their students to do their homework, neither can they force their students to study for their exams.
You could have the best teachers in the world, one who ensures that their students are receiving quality instructional time, who carefully explains all of the learning materials and ever helps to correct any mistakes that their students may make.
This still will not ensure that any student does well on any tests that they may take. The only thing that teachers can do is ensure that the proper learning materials are available and instructional time is given.
It is then the students responsibility to pay attention in class, do their home work, and yes, even to study for any exams that they may be required to take. Teachers cannot be expected to hold the hands of their students while they are learning.
There are far too many students to make certain that they are doing their work. It usually isn't until grading that the teachers get the opportunity to see if their student is completing the work they have been assigned. Parents also have a certain responsibility to make sure that their child is finished their homework, before they allow them to go out with friends.
Parents spend more time with their children than most teachers do, it is the parents job to make sure that their child is doing their homework and that they are studying for any exams that they may have to take in school. Why anyone would think that a teacher should be held responsible for something that they have NO control over is something I will never understand.
