"For the Lord gives wisdom; from his mouth come knowledge and understanding." This was a time of religious fervor; the priests elevated the Torah insisted on a sacrificial system for the removal of sins. The Judeans excluded anyone who was not justified by following the rules of Torah. It seems the words of Samuel were forgotten and temple with the sacrificial system was the center of their identity.
The writer of Proverbs was challenging the people desire Wisdom not position or prosperity. In Chapter Two Wisdom speaks as a mother speaking to a child, giving instruction and guidance. Without the assistance of priests we can obtain Wisdom simply by seeking it, as we would look for a hidden silver treasure.
We can come to Wisdom by fearing the Lord, not with money to purchase animals for a sacrifice or by following a long list of rules that are in the book of Deuteronomy. We get Wisdom listening to God's Word and fearing the Lord. To fear the Lord does not mean that we quake and tremble out of fear of God's anger, but that we deeply respect and humble ourselves to God as a peasant would present himself to a king.
When the Lord comes first in our lives our lives are properly ordered and we develop insights and obtain Wisdom. We no longer seek the pleasures or positions of this world rather we desire Wisdom. This means we don't care what the wealthy and powerful think of us. Those who are truly wise will follow the Lord's commandments and care for the alien, the poor, the widow and the fatherless.
