Yes. Freedom is simply doing or not doing whatever one pleases. Always are the consequences to be aware of. The state wants to cut down on its death toll statistics and keep its citizens alive. Another point here is that suicide is a crime against the state, and also an infringement on personal freedom. Freedom is defined by those with power of influence and the ability to control the lives of those the freedom is measured for. We are all free do as we please but the world has vastly diverse ideas on freedom. Then you come to the problem of my freedom impeding your freedom. Hmmph. I am free to write manipulative articles, but expressing that behavior freely will probably have you feeling your freedom has been pilfered.
The state sets up laws which are enforced to control people and their behavior for the results it intends to attain. Forcing a person to do something they choose not to is a violation of individual rights. In society, freedom comes in measures. In Animal Farm, Eric Blair (George Orwell) writes, "All animals are equal, but some animals are more equal than others." If you live in a society, you are subjected to it's rules, and many times those rules are restrictions on your freedom. You freely decide to follow the rules and lose a bit of freedom. Yes mandatory seat belt laws violate individual rights. Freedom is not imposing your will against another. Power, control, discomfort/comfort, safety; these are reasons why freedom is subdued. What would the world be like if everyone lived as free as possible?
