If we are talking a provisional driver's license with
country of origin and proof of insurance listed then
I am 100% for it. If the foreigner or illegal is then
caught or arrested driving without said license then
they will have committed a crime that
1. Keeps them from becoming a citizen
or 2. Sends them directly back to their country of origin.
At some point, we are going to have to document the undocumented.
Though an initial bureaucratic nightmare, it will pay off in
the long run when all foreigners, illegal or otherwise
will have to pay their fair share!
The steps to such a provisional license are easy. The
undocumented foreigner must submit to:
1. Photo
2. Fingerprint
3. (Current) Insurance payment receipt
4. Country of origin
5. Identification or proof of address
Easy as that!
Their file and information can then be check, cross checked
and transferred to many departments and agencies.
Failure to comply will lead to the penalties stated above.
This is not a case of profiling, this is a step in demanding
that driving be a privilege to all.
The provisional driver's license will at least take away
the anonymity and non-responsibility from the dangerous
and undocumented on our highways, streets and roads!
