It is possible to control the international arms market. The Russians have been controlling it for 10-20 years maybe even longer. Although their type of control isn't what this question refers to. In order to bring control into the arms market, many changes in the way we cooperate and do business with foreign countries needs to change. In order for this to work, all nations would have to be on the same page. Unfortunately, there are too many countries that are in need of money to provide basic necessities to its people. There are too many countries that fear having their means of power controlled from a level of government that is not local. There are too many revolutionaries trying to make changes by way of the gun. I believe it is possible to control arms trading on a global level. Its just very unlikely that the globe will go along with such an idea. Surely greed and power will convince a country to become a dealer in arms once it is under control. In order for such a plan to work, countries must not only enforce laws behind gun trafficking, but provide, or satisfy the needs of people using arms as a means of getting what they want. As long as there is disagreement, and access to arms there will be no control. The demand remains high, so the supply scrambles to match or exceed demand. If we cut-off the demand, then the suppliers will find new business to invest in. SO, to answer the question, if we wanna really have control on arms trading, we have to cut off the demand for arms on a global level. Is this possible, yes! Very unlikely, unfortunately.
