There is not too much sex on TV before nine o'clock. If young children are allowed to watch the TV then they will come across sexual scenes because some programs (ITV's recent drama "Secret Diary..." is a prime example) need sexual scenes to enhance the message of the program. There is no problem with showing sexual scenes after nine o'clock, if there was then the watershed would be a pointless idea. I actually hold great faith in the watershed because that is the time that young children are often sent to bed so they will not come across sexual content.
However, I do agree that the amount of mild sexual references before the watershed, particularly in soap operas. If I had a pound for every time a passionate kiss is shown followed by the beginning of the removal of clothes then I would be a very rich man. However, a young child would not make the link between that and sex because they would be too disgusted by kissing so I see no reason why this comes into the category of sex.
Regardless, I do not believe that there is too much sex on TV. If you do not look for sex scenes then you will not find them but if you do find an inappropriate program whilst innocently channel hopping then simply change the channel!
