Oh, sure. It would solve all the problems to split Jerusalem between Israel, a democratic people trying to survive, and the Palestinians, led by rabidly fanatic murderers sworn to wipe them out. For many years, and on many occasions, when the Palestinian suicide missions subsided a bit, and negotiations were possible, Israel has agreed to cede territory and give other concessions to the Palestinians.
Many former Israeli acres that had been dedicated to the most modern techniques of farming and productivity have reverted to wild and wasteful grasslands where goats roam again as they did two thousand years ago. The Palestinians and their cohorts, steeped in feudal traditions, would rather live in poverty and hate than share prosperity in the contemporary world. Further, with their religious fervor that prevents women from having any legal rights, there is a burning fury against Israel because women there have the same democratic rights as men.
Have any previous negotiations concerning Israel and the Palestinians brought peace to the Middle East? Has it stopped the bombing of Jewish communities? Has it caused the bearded little Iranian dictator to quit mouthing the old Hitler theme of wiping out all Jews?
Ceding territory has never worked, and probably never will as long as the Palestinians continue to be manipulated by Israel's Arab neighbors. Sharing management or splitting the city of Jerusalem would only be another concession by the Israelis that would only add fuel to Palestinian disruption, suicide bombings and religious hatred. The answer could be in two simple questions? If Jerusalem were totally ruled by Israel, would there be total freedom for all religious faiths to practice their religions in the city? If Jerusalem were totally ruled by the Palestinians, would there be total freedom .... but I repeat myself.
