I would have to answer this question by saying that gambling does not need to be justified. There are things in this world that some people will call vice and others will call sin while a lot of people just call it a good time. The truth is, gambling does not really hurt anybody except those who choose to be a part of it, and it's their right to choose.
Even if you firmly believe that things like drinking and gambling are sins, we live in a country where we have a separation of church and state. Calling something a sin is a religious belief, and therefore should have no bearing on legality.
People are going to gamble regardless. Making it legal makes it easier to regulate and make sure that it is run by business men and not violent bookies. Making it legal also has the added bonus of adding tax money to a state from what would otherwise have been an illegal business. Of course we should use this money to fund state run programs like schools. We may run the risk of becoming dependent, but we run that risk when we take tax dollars from any major industry. Imagine how much tax dollars Michigan would lose if, for some reason, the the auto industry decided to move out of Detroit.
