First of all, we should to define 4 distinct beliefs: 1) Atheism, 2) Agnosticism,
3)Religion, and 4)Belief in the Gospel of Jesus Christ (which is mingled and confused with religion).
This, makes all the difference.
Atheism is, a positive denial that there is a God or any god.
Agnosticism is, not being sure if there is a God; and open to belief of God.
Religion is, based on self-effort: a personal or institutionalized system practicing a distinct belief in, whatever is the object of worship.
Belief in the Gospel of Jesus Christ is, relinquishing self-effort, and accepting the work of Christ as complete.
I have professed, and been a part of all four, beginning with Atheism. Most "Christians" I knew growing up, were nasty, mean-spirited, and self-centered, and they still are today. These are Religious "Christians".
Unfortunately, some who believe the Gospel, continue to rely on self effort, as I did for many years; thus making a religion out of following Jesus and his teachings. This is a shame, because it is not what He came to do.
Now, an Atheist can be religious, in that they might practice a distinct belief in something, and practice that belief; such as, Darwinism. They may be preaching, teaching and promoting it-this makes it their "religion" because they do it religiously, and they believe in it, as truth.
An Agnostic may be Religious also. They may worship self, or may practice rituals that make them feel like a good person; like, giving to charities. They may give to charities religiously.
A Religious person could be Agnostic, as they might serve and worship animals, but wonder if they were created, or just an accident.
A Religious person may have so many gods, that they are not sure which one to worship next.
But there is only one Christ; Who, is God.
What sets the Gospel apart from every other belief on earth, is, someone did something for us and there is no room for our effort.
Every religion, every belief apart from that, trusts in self, another human, or a figment of the imagination.
That, makes all the difference.
