A resounding YES! For some odd reason, the public seems to think that those who are in the military earn a huge sum of money. First of, the medical and dental are not free. The payment is taken from the military personnel's check. Most of those who join the military are 1) fleeing the deep waters of poverty, 2) seeking a better life, 3) protecting the country's freedom for a very little amount of money, 4) and yes, sold on the fact that education will be paid for. Many times the opportunity is not taken advantage of because of the type of job they may have.
Providing discounts to those children of military families would not be a bad cause. The change will increase the chances of raising America's education level to a higher status. The chances to closing the gap between the different economic classes would be greater, as you would have more educated people. Although just because tuition rates are discounted, doesn't guarantee attendance, it would surely create an opportunity for education to be attained.
I personally think that this country should consider the families of the military. I will repeat the statement in the introduction to this article. The benefits are not free; they come with a very expensive price, sometimes the life of a father or mother.
