This is a easy question for me to answer. BOTH the school and the parents should be in control of a child's education.
As a parent of a 14 year old and a 10 year old, I spend as much time as possible in the school and enjoy giving my opinion on the classes. That does not mean that I am right or wrong, but a parents opinion needs to be heard and if you have your children in a school that respects the parents then they will take the time to listen and see what they can do to help you out.
My children have attended a Catholic School since kindergarten and their main theory in the school is, school family, home family, we are one big family. Without the parents, how can a school run. The principle is in charge in school, but as a parent, we are the ones that need to speak out so we are heard, otherwise, be quiet and sit back and don't complain unless you are complaining to the correct person.
I put a lot of trust in our school. When you are at school, the teacher is your parent so you must follow their instruction. They care for you as we do at home, and look out for your best interest. I did have a problem once, and I talked to the principle, we met with the teacher and the problem that was going on. It was resolved without much more than a THANK YOU FOR BRING THIS TO MY ATTENTION, and it was over.
Put faith into your school and teachers! They are only looking out for the best interest of your child, but don't be afraid to give your opinion. That is how things are improved and changed.
