Should the scarcity of teaching resources (school supplies, computers, etc.) be resolved before or after addressing teacher training needs?

In order to ensure the best education for any student, teaching resources must be readily available before addressing teacher training needs.

What use is a teacher with tons of experience, a great educational background, and a passionate drive to help students without the materials to teach? Don't get me wrong, a teacher with all of these attributes can still be very effective but to what degree? Just as any other profession you cannot be an effective chef at a restaurant with no culinary equipment, you cannot be an effective doctor without any medical equipment, and you definitely cannot be an effective teacher without the right teaching resources.

Let's face the facts; a teacher must have the proper supplies to properly demonstrate their understanding of the information. For example, dry erase markers, projection screens, computers, and paper. In addition, if not equally important, students must also be able to demonstrate their understanding of the information taught to them using the same medium as the instructor. For example, creating PowerPoint slides for a project utilizing computer-based software made available by the teacher.

If we continue to put the issue of teacher resources on the back burner in relation to teacher training needs, our students, our families, and our nation will suffer greatly.
