Yes, as long there is a means of production of goods and services for profit. China has qualified in this respect. However, don't confused capitalism with a free society like most Western nations are. Capitalism can exist in any political system as long as the state and owners of the means of production benefit. Authoritarian systems benefited from capitalism so to is China as a totalitarian system is benefiting. China does not have freedom of speech, freedom of the press, freedom of assembly, private property, and a fair judicial system. These freedoms were fought for by the people in the West; hence a political system was devised based on the people's wishes. Chinese citizens don't have that luxury under totalitarianism. Forget about Socialism as China would like to see themselves because under Socialism the people still have freedom, and the present government can be replaced.

The big picture is China is using capitalist principles to further its monetary base to acquire as much foreign property, currency, and minerals world wide to be a dominant player. China's self interest in becoming a world economic leader is evident in exporting cheap goods to increase its foreign currency base to purchase as much of the world's resources as it can. Capitalism is a good tool to play the game of owning as much of the world's resources. China is in Africa and recently has tried to purchase as much oil rights in the USA. Thanks, to capitalism and the foreign Western nation doing business with China have given China the means to dominate. Yes, China is capitalist, because China have learned how to play the game that most captialist do, and that is to own and control the means of production and services for profit.
