It depends on the situation. Humans are unique because we have the power of reason. And most of us think we control our thoughts and thereby our feelings follow. What we think we feel, and that may be the case most of the time.
But situations can effect both. We are complex and self absorbed for the most part. Into what we want and focused on how to get it. So our thoughts seem to be in control. If we pay attention to our feelings, rather then our thoughts - "Tune in" so to speak, well some call that intuition.
Ever get a gut feeling about something? Then your mind thinks uh-oh, this isn't right, or maybe I should go this way instead of that way? Here's an example.
Sitting on a chair with my legs crossed, on my patio during the late evening I was writing a letter to my brother. By candlelight no less, as the porch light did not work. There was a cricket stuck inside an aluminum can on the ground in front of me and it was jumping around inside trying to get out, filling the air with dull constant pings. Then it stopped. Dead silence. Which made me look up from my writing.
I cleared my thoughts and opened my ears to the silence. All of a sudden all the hairs on the back of my neck stood up on end. I thought wow, thats wierd. Then the hair on my arms stood up. And I got this sudden urge to jump out of my chair. It was overpowering and my mind had no rational reason as to why. It was like my body was telling me JUMP! So I did. When I turned towards the chair and took one step a single sound broke the silence. A rattlesnakes tail from under the chair I had been sitting on.
In that situation, I had no thoughts. Only feelings. Then a flood of thoughts caused by the feelings. Our body has the ability to communicate to us through our feelings. We don't always listen or even understand what it might be trying to tell us.
So I say we do both. One more then the other because we just think too darn much sometimes.
