1.1. Introduction to the Plan.

In Sri Lanka the subject of Educational Planning has a fairly long history. After gaining independence, Sri Lanka has adopted different planning strategies in the field of education. The end result of the development brought about by all such planning attempts is nothing but a creation of a society which is incapable of marching forward in parallel with the development of the country's economy and the changing phase of universal philosophy. As such the unavoidable challenge we face today is to build up a society which is capable of contributing to the progress of the country's economy and depicting high quality in embracing values and virtues.
For a long time the practice of our education, planning has been based on an experience of top to bottom approach model. Although the school is the most important component in the system of education, making decisions regarding the requirements of the school and the delivery of services and equipment, etc were made by higher authorities in the department or the Ministry. Very often it was evident that even the basic needs of the schools were not attended because the planners did not have the practical knowledge about those requirements. Consequently, on the one hand, schools in urban areas gradually developed in to large scale with abundance of resources available and on the other hand, the schools in the rural and remote areas gradually declined into schools with minimum facilities and with serious shortage of human and physical resources.
As a remedy to this situation, the government of Sri Lanka with the assistance of the World Bank introduced a new approach in planning, with the Education Sector Development Frame work and Program.(ESDFP) 2007- 2011. As a result of this attempt, Sector Wide Approach (SWAP) in planning at school level was introduced. Sector Wide Approach may be explained as a strategy of identifying problems at school level, analyze them and propose ways and means of solving those problems by the school itself. Ensuring of the flow of funds to the grass root level for implementation of the accepted development proposals in the school plans prepared by every individual school in the island, may be pointed out as the most significant feature in the new five year plan (2007 -20111) to be prepared under the Education Sector Development framework and Program (ESDFP).
