As a former Parole Officer who worked with Sexual Offenders and Sexual Predators I am a strong advocate for the registration for ALL types of sexual offenders.
Allow me to dispel some misconceptions many people unfamiliar with the criminal justice system have:
* When considering whether or not to file "Statutory Rape" or Sexual Assault charges when the case involves a "couple" who were dating and both of them claim the sexual relations were consensual; most states will NOT prosecute if there is a three years or less age difference between the male and female. IF, however, the age difference exceeds three years, the older member of the couple, especially if s/he is over the age of 18, i.e. of legal age in ANY state, should have acted like an adult and found a more age-appropriate partner.
* Most Police Departments and Sheriff's Offices of any size have specially trained sexual assault investigators. Likewise, most District Attorney's offices also have specially trained investigators and Prosecutors who deal with Sexual Assaults. A vindictive ex-wife, or about-to-be-ex-wife would have to be a very good actress to pull the wool over the eyes of these Veteran, specially trained professionals. They will NOT be convinced merely by tears, a sob-story, and some sperm from a husband. There will have to be more forensic evidence for them to move forward with a prosecution.
* While vindictive ex-wives or former girlfriends sometimes try to accuse the father of their children of the heinous act of child sexual abuse, the professionals who investigate these crimes are very sensitive to children. They go through literally YEARS of training. They have methods, which I will not reveal here, to weed out the fabricators. While it did happen in the past, the investigators of today are MUCH more savvy and know what details to look for and what questions to ask in order to find the truth.
Sexual Predators who prefer children as victims are among the WORST recidivists among ALL offenders. For every identified victim, statistics show there are at least 10 victims authorities never knew about.
Sexual Predators who are Rapists of adult women, when surveyed in prison, report having begun their careers as sex offenders in MUCH milder ways, such as peeping in windows as young boys. They went through an escalating progression, from peeping; to frottage, the brushing up against strangers in public places for a sexual thrill; to "accidentally" groping women; to exposing themselves, to intentionally
