Simply put: No, it's not. For getting paid for surveys, PayPal isn't necessary. Without it, however, you might be limited in which companies you can deal with. Almost all the online survey companies which allow international signups require PayPal. If they pay by other means, you may find that it's not very practical for you. Just as an example, most countries face heavy fees trying to cash checks from the USA, or have to fill in international tax declarations and post them overseas.

Some companies do make an effort to pay you in other ways. I am with one company that gives advertising in return. Some offer gift certificates to places like Amazon. Several can pay direct to a bank account in local currency, and one of my favourites gives out free tickets in the major Australian lotteries. And many pay in e-gold, but to access those funds is a whole new struggle for many people.

So in essence, if you're not from a PayPal friendly company, read the survey companies' terms very closely. If they don't mention alternatives, contact them and ask. You might just find they'll make arrangements some other way to help you out.
