In an ideal world the acquisition of school supplies should happen in conjunction with the training of the teachers. However it is not a perfect world, therefore having the tools to teach first adds incentive for the teachers to learn the new areas of their craft, so they can in turn, pass it on to their students. In the cases of impoverished areas, having the basics such as paper, pens, school books has to be in place for the students' use. Very few people have the ability to memorize instantly what they hear, and in any case, there are children out there that need to see it, feel it, touch it before they can absorb the knowledge being passed on. Unless of course the teachers want to spend a month reteaching the same thing until it becomes as natural as breathing for the listeners.
