I do not believe they should be monitored because it evokes a sense of mistrust. If I feel untrusted I am unlikely to have loyalty to my employer. Much like the child who has too many rules thrust upon them, I would probably find a way to get around all the red tape and do what I wanted anyway. This would take up even more of my time a make me even less effective at my job.
Everyone functions differently. I can focus on things for short amounts of time and then I need a one or two minute reprieve, then I come back to where I was. I welcome interruptions and distractions as they help me feel less stifled. You never know what someone might stumble upon which will inspire them to come up with a new solution, more creative idea, or a reason to work harder.
Monitoring should be reserved for those not accomplishing what they are meant to accomplish. Those employees not living up to the expectations or in general not fulfilling their duties. It is not fair to treat everyone as a criminal; punish only those who deserve to be punished.
