Professor Snape should definitely be considered a friend of Harry's.
Yes, throughout the years he treated Harry terribly. He taunted him, accused him, and from the moment they met, made Harry's life a living hell.
But Harry learns that there were reasons for Snape's anger. When Harry looks in the pensive, he sees Snape's past. He was tormented by Harry's father James yet was a friend of his mother Lily's. This must have torn Snape apart.
The real test of Snape's character came at the end of the final book. Snape had many opportunities to ally himself with Voldemort, and when he could have chosen to help Voldemort kill Harry, he decided against it. He showed Harry his loyalty to him and his mother with his last dying words.
We should also look at Harry's actions later on in his life. Ninteen years later, Harry chooses to name one of his sons after two people who had a hugely positive influence in his life: Albus Dumbledore and Severus Snape.
Harry's decision to forgive Snape, as well as Snape's loyalty undoubtely make him a friend.
