I feel that under the right circumstances, electric-powered children's cars can be completely safe. Having said that I must emphasize that the right circumstances mean that a child should never be left alone while riding one.
My son has had a John Deere Gator for several years and has really enjoyed it. I must admit that I was apprehensive because it seemed to fast for him but we had a safety talk and made sure that the lowest speed option was selected to begin with. He received it for his fourth Christmas. We allowed him to ride around in the house for a little while then outside he went.
There are many types of electric/battery operated vehicles for children on the market. Before buying one, check to see if there is a speed control. We also liked the idea of having him wear a helmet just in case he had any "wrecks".
