My little girl is 7 years old and hates doing homework. I think that most students who are above average do have this problem.
The one thing that we have started doing that really seems to help is we sit down with her and do the homework with her. I make copies of the worksheets and we have a race to see who can complete them quickest. When we write sentences with spelling words we do these together. It lets her know that what she is doing is important to me. It also helps that she is so competitive.
Parents need to not argue with children about doing their homework. As adults we have responsibilities with consequences and children need to learn early that they have them also.
Sit down and have a little fun with the homework with your child. It helps with the stress level for you as well as them.
