Prior to 9/11 a number of unrelated agencies were responsible for different aspects of US security . Some of them were barely on speaking terms with each other . There was widespread overlapping of functions , mountains of red-tape , and a great deal of resentment . The result was a high level of incompetence , lack of accountability , confusion , and inaction in the face of grave danger . Since late 2001 , however , the federal government has taken several measures to improve homeland security on a number of fronts .
The long overdue reform of the country's security network was initiated with the appointment of a single director whose first task was to integrate and streamline the different agencies into one properly monitored and upgraded system with all the necessary checks , balances and links to eliminate the bungling , red-tape and gross inefficiencies of the past . New lines of communication ,and a more effective modus operandi were put in place . It was now possible for the FBI , CIA , army and state police to exchange intelligence , and coordinate appropriate action without the usual bureaucracy , frustration and confusion .
There is now increased surveillance at all points of entry into the country , especially at airports , with more intrusive searches of passengers and cargo , along with a list of restricted articles , and the need for citizens to have a valid passport in their possession . And that is not to mention the increased attention being paid to the US /Mexico border , tighter firearm controls , and new laws to allow for the interception of personal correspondences including telephone calls and electronic mail .
While those in government will swear that this is the best option for ensuring the safety and security of the nation , others will argue otherwise . They point to homegrown terrorists and psychopaths , and the ease and accessibility of bomb-making information and materials .
A number of other loopholes are said to still exist including areas of incompetence such as that exposed by the recent violence at Virginia Tech . Add to that the growing discontent that one witnesses at the airports on a daily basis , and nothing more needs to be said .
The proof of any system , however , is its flexibility and adaptability under strain and , whilst some analysts claim that the present system is less proactive and intelligence-driven , and more restrictive than is desirable , one will never know unless it is put to the test .
