Children should not be allowed to shoot off fireworks. I do not believe ADULTS should even be allowed to light off fireworks. They are very dangerous. Children do not always have enough fear to keep them safe. Just as you would watch a toddler around a glass vase, a child lighting a firework of any kind needs to be supervised just as carefully. All it takes in one split second for mom or dad to look away to return their eyes to an accident.
You would not let your child play with matches or lighters, so why is it alright for them to light an explosive? Often fireworks can tip over and shoot horizontally instead of into the air, and can result in fires and injuries. Fireworks are dangerous enough for adults, let alone children.
As parents, sometimes we over-estimate our children's maturity. They might act like they are 30, but they are still children, who act on impulses, and think without consequence. It is better safe than sorry.
