Years ago, when I was learning to drive, my instructor told me that while driving you must expect anything to happen at any time. He asked me, "Imagine a skydiver landing on the highway, what would you do? It is very important to acknowledge who and what is around you at all times." That was the most important lesson I learned from him. We didn't have cell phones then.
I have been driving for many, many years. I've seen everything from fender benders to terrible fatal accidents because for whatever reason, a driver was not paying attention to their driving. But, I have also been known to drink coffee, smoke a cig and talk on my cell phone at the same time while alertly driving to work in the morning. (It's a gift.) However, that is me. Everyone is not the same.
I would imagine anyone who has lost a loved one in a car accident would not agree to allow talking on cell phones while driving. An accident can happen so fast. New drivers especially are not experienced enough to chat and drive. But, I do not think that talking on cell phones should be banned completely while driving. Experience teaches you when its time to have both hands on the steering wheel and when its alright for you to drive with one. An experienced driver should also know when to put the phone down or pull over to the side road to talk, in order to be responsible.
A cell phone is important to have in the car, just like a spare tire, cables and a map. Enforcing the use of safety devices for cellphones while driving would make more sense to me.
