Sagging is a battle between inconvenience and fashion. On the one hand, you have a situation where the person must constantly be pulling up their pants, but on the other you have an urban fashion that has lasted about twenty years. The fact that proper society looks down on the practice only encourages its practitioners.
Is it socially improper to walk around with ones undergarments exposed? Sure. Is there a law against being socially improper? No. There shouldn't be either. The fashion world has long pushed the boundaries of what is socially proper. If not for people going outside these bounds and challenging the institution, people would still be walking around covered from neck down and a show of the ankle would be considered provocative.
By raging against the practice of sagging, society is actually encouraging the behavior. Teens, the primary guilty parties, are always looking to spit into the face of the system. Sagging is a very visual representation of this. It is saying, "Hey, look at me. I don't care what you think."
If politicians really want to stop the practice, the sure fire way would be to adopt it themselves. Old, crusty white men sagging their pants would definitely eliminate the coolness factor. Short of that, it will be up to school and work dress codes to enforce what society feels is socially acceptable.
