I have always maintained the philosophy that if someone doesn't like what someone else is wearing, they simply shouldn't look. The last thing we need in today's society is the fashion police storming around deciding what is and is not appropriate for people to wear.
Seriously, don't we have more important things to worry about than if someone's boxers are showing? What about world peace? Or domestic violence? How about rape and murder? What gives one person the right to tell another person what to wear? And more importantly, who really cares what someone else wears? If you don't like a style, don't adopt it. But don't try to tell someone else that they can't wear it if they choose to do so.
Fashion trends are something that come and go over the years. For example, they call them "flair jeans" nowadays. When I was a teen we called them "bell-bottoms". And even back then there were people who would criticize us if we wore them. As long as a person isn't running around naked in a non-nudist colony, society just needs to leave them alone.
Banning certain items of clothing makes about as much sense as banning people from whistling as they walk in the park. Personal freedoms are way more important than a minority opinion that someone's clothes are "inappropriate".
When we start trying to legislate things that are simply personal choice and are no risk to anyone else, we whittle away at our freedom. If we allow this type of thing to happen, we will have no one but ourselves to blame when many years from now we are no longer allowed any form of personal choice or opinion.
