I believe the answer to this question is yes. We should ban the exposing of one's undergarments.

Why do i say so? How cultured a society is not defined by the GDP per capita or standard of living of the society, instead, one's actions and speech determines almost all of a society's culture.

And the basic point of culture is your dressing. Showing you undergarments or even your butt line to others is a sign of how badly you treat yourself and your outlook. It spoils the whole image of your society and community. One should always recognize that he/she is part of the whole pack and his/her action should be a good portrayal of your communities values, not the bad. Each and everyone of us is responsible for our actions and the image we will therefore portray.

Some may argue that the government should not care so much, since this is a democratic world. We have a choice to determine what we should do and how much we can show. Yet, to me, the butt (sorry for the crudeness), is a sensitive part of the body and should not be exposed at will. If we allow our bottoms to be shown at will, then why not we not dress up and just walk around in the nude? There's no more respect for one's sensitive body parts and thats very disappointing for a species that has survived so much ordeals, yet still fail to recognize something so simple.

Though it may seem to far-fetched, yet, such actions should not be condoned because it shows the degradation of human values and maturity. The new generation, sadly, my generation, is starting to lose themselves in this world of great wealth and enjoyment. They have forgotten the days when sufferings and hardship were an everyday thing. They have forgotten the fact that one should know how to discipline oneself. They have forgotten the fact that wealth does not come from the sky. They have forgotten the fact that what they have now may be lost anytime, even the exact next moment.

To summaries, I believe it's time that governmental bodies step in to stop the downwards spiral of human actions and views. If no discipline is set into their life now, we will slowly (but surely) see that the next generation of human beings will be a group of people with no brains to think and just doing things as of their will, without considering their impact on others around him. That will be too late a day to regret why we did not take actions earlier.
