Yes, as a last resort, they should be banned. But not by civil law. The government should simply stay out of our wardrobes.
Business establishments have a long history of having dress codes: "No shoes, no shirt, no service". There are even a few that still require suit jackets for men. Restaurants, clubs, and bars would do well to post a sign near the entrance informing potential patrons of how they are expected to dress. Having pants that stay decently up should be on the list.
Schools, too, would do well to shore up their dress codes. Many, if not most, already have some sort of code. Schools that do not have one would be well advised to adopt one posthaste.
As usual, when it comes to public decorum and public behavior, the home is the first line of education. If children are brought up with a modicum of taste and decency, many eyesores would simply not develop in the first place. Parent, teach you children well. More than anything else, give them good example. It has been known to work.
On the other hand, there's always the Brattleboro solution....
