For me, it is the fastest time I had an answer for a question, by far subtitles are better, and part of it is because dubbing is so bad, it should only be used in cartoons, and if the cartoon was made in a good way where they made the lips move with the speech then dubbing isn't good either but would be somehow acceptable
Now the question "why is dubbing maybe good with cartoons?" will give us the answer to why it is not with anything else, the voices in the cartoons are recorded in a studio so it is Ok if the dubbed voice was recorded in a studio but in real movies the fact that the voices sound like they are recorded in a studio kills the mood, in cartoons the characters are drawn and then you pick a voice with a tone that fits the look of this character, in movies the characters are flesh and blood with facial expressions and body language and a voice that is used in the acting scene to show emotions and interactions with other actors and the world.
Subtitles make you understand the movie without killing its mood, the only problem with subtitles is if the actor speaks so fast like a rapper or something, but that doesn't disallow it from being the better choice, and to rest my case, does any judging committee in a movie festival watch a dubbed movie?
