Some sites will offer free e-books but the books probably won't be the ones you are looking for. They are self-published in e-book format often just so the authors can get their name out there and say they have a book out. Also, often they are sales books.
There is a site www.gutenberg.org where over 18,000 free ebooks are available for download, with more being added all the time. The catch is that they are all copyright free which means last months best seller won't be there. There are books there that are always popular though and they even offer a list of the 100 most popular downloads to give you an idea of what's there.
I like itunes for books although they are still expensive in my opinion.
There is a Yahoo club, Scorpius Books, that offers information about free e-books. I highly recommend that.
