immigrant, he has lived with nagging fear.

The procedures for proper immigration must always be structured to reduce fear in both emigrants and their host culture. Otherwise, we will foster the fear-filled anti-love of racism. The insistence by many Americans that there should be no roadmap toward citizenship for illegals, is a sign we may already be infected by this cancer.

Immigration Reform must truly undergo a Re-Formation to respect both the home and host culture. Blindly giving amnesty to those already here does not respect United States legal residents. On the flip side, blindly deporting illegal immigrants devalues the hard workers who take the rough jobs few citizens would wish for their children. Although they did not build our country, these men and women provide a vital tenacity and backbone necessary for upholding our infrastructure. (A strong argument can be made that workers of this caliber are systematically rejected by the current immigration policy due to their poverty. If our current legal immigrant population were to take the jobs currently being worked by the illegal population, many would take a standard of living cut and be severely underemployed.)

Sending illegal immigrants back to their country of origin, and placing them on a separate immigration list is a viable solutions. Re-immigrants would move up on the list if they receive positive letters of recommendation from employers, neighbors, and community leaders. Immigrants who can verify their economic or cultural contribution would be given re-entry.

The re-immigration process would necessitate the establishment of a new consulate across the border. The consulate would use government subsidy and fines to the re-immigrants and their stateside employers to conduct the indispensable background checks and reference validations. Re-immigrants would be asked to live and work in the city of the consulate until they are given the proper entry documentation. Re-immigrants who do not abide by this request and re-immigrate illegally would be subject to fines, imprisonment, and permanent deportation. (Granted, permanent deportation assumes a secure border, which is an issue of national security and indirectly an immigration issue).

The goal of immigration reform is to decrease the fear and economic burden of illegal immigration. Deporting illegals and providing them with a re-entry roadmap is worth the investment for fighting on both of these fronts. Background checks would be conducted where undocumented immigrants do not have access to our buses, metros, or highways. Also, our public assistance (Medicaid, Food Stamp, etc) and local schools would not be strained during the period of the re-entry evaluation.

"We have nothing to fear but fear itself," but we must be vigilant to tear-down the systems that perpetuate this antithesis of love. As we reconsider our immigration policy we must remember

"Blanket amnesty shows grace, but hides the necessary consequences to improper actions."

"Blind deportation is seen overseas as combative, and may foster racism here at home."

"Proper Immigration begins with Proper Emigration."
