Yes and for more reasons then one. Alternative medicine is often not taken seriously. A little hokie if you will. Because many people think they are placebo type things they don't take it seriously enough to regulate it. Many herbs and "natural" remedies can be mixtures that are not safe for intake. There isn't a regulation for people who administer it. So they can pretty much be irresponsible and market it as some miracle cure. On a more positive side there are natural remedies that are beneficial to the population. Why should we not be able to reap the benefits of herbal remedies as well. When I was in Asia they were two types of hospitals, Eastern and Western. The Eastern hospitals had what we could consider natural supplements and herbal remedies, but it was regulated, with doctors that were regulated. It gives the population safe alternatives. If the FDA were to regulate natural supplements and herbal remedies it would give people a safe alternative and many choices to medicate.
