Teaching the world: Should experts impose teaching methods they consider superior or should local methods be honored?

Assuming that there are truly "experts" on the subject of mass education they should understand that in a world full of learning disabilities, attention deficit disorders, local dialects, raging and contrasting sub-cultures, and a financial system that places the nations educators (Most of whom are required to attend 5 years of college) in the lowest pay bracket available, it is necessary for these underpaid persons to at least have the freedom to teach as they deem necessary. I do not believe that there is any person with even a vague understanding of the human mind that would assure the world that all minds work exactly alike. So I am very confused by people who are trying to establish systems of education that work for everyone.
I am aware of a concern that teachers lose enthusiasm and if they are not required to meet some type of standard that their educational efforts could wain. Unfortunately, the educators of this country are put under an enormous amount of scrutiny, including visitations, standardized testing and yearly reviews. If people believe that standardized testing is an effective way to measure progress than perhaps we are on the way to an automated education system. I personally believe that the flair that only a human personality can give to an education is the most important thing a teacher can give to a student.
If the population wants to ensure effective education standards in the nations classrooms then they should demand more frequent and thorough administrative inquiries, such as reviews and visitations. While I am sure they are an inconvenience it would be drastically cheaper to hire an additional administrator than to contract 30 people to organize a test.
